    RANDALL COUNTY -- The polls open in less than 24 hours. Texans will decide on eleven proposed amendments to the Texas Constitution. It's not an election that's gotten a lot of attention. Viewer Diane Lee e-mailed in to say she wants to know more. You Choose the News, we get the answers. In Randall County, early voting numbers are slightly above average. Out of seventy-five thousand plus registered voters, a little more than three thousand cast their ballot during early voting. That's just a little more than four percent. In Potter County, it's nearly three percent. West Texas A&M Political Science Professor David Rausch says two of the bigger issues are Proposition 4 and 11. Right now, Texas has three top level research universities. If Proposition 4 passes, nearly five hundred million dollars from the higher education fund, would help generate and fund new research facilities. Seven universities are eligible, Texas Tech is one of them. As for Proposition 11, if it passes, it would protect land owners and make it harder for government entities to take their property for private development. "The turnout in Randall County is higher than statewide. Our voters tend to go to the polls more than the rest of the voters in the state so we're very proud of that," says the Randall County Clerk Renee Calhoun. If all eleven propositions pass, there will be a total of 467 amendments to the Texas Constitution. The U.S. Constitution only has twenty-seven.
