E. 7th AVENUE, AMARILLO, TEXAS, AND FOR THE REGULAR MEETING OF THE AMARILLO CITY COMMISSION AT 6:00 P.M. IN THE COMMISSION CHAMBER ON THE THIRD FLOOR OF CITY HALL. WORK SESSION ITEMS A. Work Session for the following: (1) Review agenda items for the regular meeting, miscellaneous attachments; and appointments for the following boards and commissions: Airport Board B. Executive Session for the following: (1) Sec. 551.071 - Consult with attorney about pending or contemplated litigation or settlement of same; (2) Sec. 551.071 - Consult with attorney on a matter in which the attorneys duty to the government body under the Texas Disciplinary Rules of Professional Conduct conflicts with the open meetings statutes; (3) Sec. 551.072 - Discuss the purchase, exchange, lease, sale, or value of real property, the public discussion of which would not be in the best interests of the Citys bargaining position with third parties; (4) Sec. 551.087 - Discuss commercial or financial information received from an existing business or a business prospect, with which the City is negotiating for the location or retention of a facility or for incentives the City is willing to extend to the business, or financial information submitted by same; (5) Sec. 551.076 - To deliberate regarding security devices or security audits: (a) the deployment, or specific occasions for implementation, of security personnel or devices; or (b) a security audit; and (6) Sec. 551.074 -- Discuss appointments for the following boards and commissions: Construction Advisory and Appeals Board Zoning Board of Adjustment ______________________________________________________________________ REGULAR MEETING ITEMS INVOCATION: Davlyn Duesterhaus, Baptist St. Anthonys Health Systems 1. MINUTES: Approval of the City Commission minutes for the regular meeting held on November 17, 2009. 2. ORDINANCE NO. 7199: This is the first and final reading of an ordinance authorizing the issuance of City of Amarillo, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2009B for $47,400,000 for the completion of the Citys New Potter County Wellfield project. This wellfield completion funding is the result of the City of Amarillo once again being selected by the Texas Water Development Board (TWDB) to receive project loan financing at a below market interest rate. This funding is from the TWDB Water Infrastructure Fund (WIF) at an interest rate of 2%. For this Potter County Wellfield project, the City of Amarillo has been fortunate to receive two separate TWDB Water Infrastructure Fund below market interest loans in the total amount of $86,285,000. This overall WIF financing at a combined 2.04% interest rate, will save the City of Amarillo $19,634,812 in interest rate financing on this important wellfield water supply project. 3. ORDINANCE NO. 7200: This is the first and final reading of an ordinance authorizing the issuance of City of Amarillo, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2009C for $25,380,000 for the construction of an additional high service pump station at the Citys Osage Potable Water Treatment Plant. Funding for this important waterworks project is from a zero percent (0%) interest rate loan granted by the Texas Water Development Board (TWDB) to the City. The TWDB is providing this 0% interest financing through American Recovery and Reinvestment Act of 2009 (ARRA) Stimulus Funding provided to the State of Texas Drinking Water Revolving Fund. By being selected and approved by the Texas Water Development Board to receive 0% interest financing, the City will save approximately $13 million dollars in interest rate financing costs for this important potable water distribution project. 4. ORDINANCE NO. 7196: This is the second and final reading of an ordinance amending Chapter 16-3, Traffic, of the Amarillo Municipal Code to create a new dual left turn for vehicles at the S.W. 58th Avenue/South Washington Street intersection in South Amarillo. S.W. 58th Avenue terminates at South Washington Street and this intersection was recently signalized. This ordinance shall allow dual left turning movements from eastbound vehicles on S.W. 58th Avenue, which turn north on South Washington Street. 5. ORDINANCE NO. 7197: This is the second and final reading of an ordinance changing the zoning of a tract of land in the vicinity of Perry Avenue and Nick Street from Residential District 2 to Moderate Density District to develop land with single-family detached homes. 6. ORDINANCE NO. 7198: This is the second and final reading of an ordinance changing the zoning of a tract of land in the vicinity of S.W. 45th Avenue and Georgia Street from Planned Development District 116 to amended Planned Development District for expansion of mini-storage warehouse uses. 7. RESOLUTION - PUBLIC HEARING: This resolution sets the date of December 15, 2009, for a public hearing on substandard structures located in the city. 8. CONSENT AGENDA: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction: A. Purchase - Traffic Signal Pre-emption System: Award on Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract Consolidated Traffic Controls, Inc. -- $185,250.00 This is the purchase of a replacement traffic signal pre-emption system for use on thirty (30) downtown Amarillo intersections. This pre-emption system is utilized by the Fire Department and other emergency vehicles for daily emergency responses made through downtown streets and intersections. The existing traffic signal pre-emption system for downtown Amarillo is over 40 years old and in need of replacement to a modern technology system, which better accommodates current vehicular traffic flow patterns and pedestrian movement. Funding for this replacement traffic signal system purchase is from existing red light camera fines collected by the City through the enforcement program. B. Approval - Dedication and Acceptance Public Utility Easements, Construction Easement, Sanitary Sewer Easement and Electrical Easement: 1. 16 ft. public utility easement in Section 11, Block 9, BS&F Survey, Potter County, from Gwendolyn OBrien Marsh and James Louis Sobieski, Co-Trustees of Emeline Bush OBrien 2. 20 ft. public utility easement and a 40 ft. temporary construction easement both in Section 63, Block 9, BS&F Survey, Randall County, from The Estate of Emeline Bush OBrien 3. 10 ft. public utility easement and a 40 ft. temporary construction easement both in Section 63, Block 9, BS&F Survey, Randall County, from Joseph and Laura Street 4. 10 ft. sanitary sewer easement in Section 137, Block 2, AB&M Survey, Potter County, from Southwestern Public Service Co. 5. 10 ft. SPS electrical easement in Section 29, Block 2, BS&F Survey, Randall County, from the City of Amarillo PUBLIC FORUM Comments from interested citizens on matters pertaining to City policies, programs or services.
